Foreign media reported that the English Football Referees Association (PGMOL) admitted to a mistake in the scene where a penalty was not awarded to Kaoru Mitoma in the match between Tottenham Hotspur and Brighton Albion.

According to British Sky Sports, it was reported that Howard Webb, president of the England Football Referee Association, acknowledged the mistake of not watching the VAR and not calling a penalty kick.

He also delivered an apology from the English Football Referees Association to Brighton. This acknowledgment of misjudgment is known to be the third official apology recognized by the England Football Referees Association this season. 

If this penalty had been awarded, Brighton could have come back 2-1, and if so, it might have been difficult for Tottenham to win. It was a misjudgment that completely changed the game.
